How legacy converter works?
Or is it an old game function not working anymore?

It is a new game mechanic that turns all your old legacy items and turns them into power kits for fusing.

And for some reason, they appear when you have a paint unused.

I don’y think I jave legacy items, anyway I realized it’s shet converter. Fusing a myth item into power kits… ahahahabab

No, it works. And it turns your old items from the time before Reloaded (which you can’t upgrade anymore) into power kits. I did that with a mythical legacy converter and I deeply regret doing so as I lost one of my best guns at that time.
